OK, I was wrong

Apparently neither the House nor the Senate versions of the bill required a prescription of the purchase of the medication. Additionally, there were clauses exempting pediatric version of the medication.

From the Senate Bill:

4.9 (i) Paragraphs (c) to (h) do not apply to:
4.10 (1) pediatric products labeled pursuant to federal
4.11 regulation primarily intended for administration to children
4.12 under 12 years of age according to label instructions;

So for that part, I was raving like a madman.

This does still remove the medication from the local corner store. Store owners much display medications with pseudoephedrine behind the pharmacy counter and only a pharmacist, pharmacy technician or pharmacy clerk may sell the medication.
