Senator Kennedy's Floor Speech on the Nuclear Option

Senator Kennedy recently made a speech on the Senate floor about the Nuclear Option. He was quite verbose. During this speech, he gives a brief history of the filibuster and of cloture (the rules by which a filibuster can be stopped).

He boils the Republican argument for the Senate rules change to the following:
"In short, their argument seems to be that you are allowed to filibuster only when you don’t need it or can’t make it stick."

Other points include when cloture came into being, and when it the votes needed to enact cloture changed from 2/3 to 3/5 of the Senate.
